Pearl River County received a Homeland Security Grant through Mississippi Emergency Management Agency to purchase Specialty Equipment, Communication Equipment, Detection Equipment, Decontamination Equipment, Trailers, Medical Supplies, Bomb Detection Equipment, Surveillance Equipment and Prime movers which could support weapons of mass destruction should an event occur in the county. The plan behind the Homeland Security Grant is to help the local governments through out the United States to equip themselves with enough specific CBRNE (Chemical, Biological, Radioactive, Nuclear, Explosive) equipment to sustain themselves for a period of 74 hours, until the State and Federal help can arrive. All this equipment has been purchased with a 100% Grant from the Federal Government and that NO local tax dollars is being spent on this Trailer and Truck to include all the Equipment.

 

Description of Trailer and Equipment Front Section

Front View

 

The Front View picture has floor and wall cabinets which house detection equipment such as Radiation detector, Hazardous Multi-Gas detector, Chemical detection, Ricin toxin test kit, Botulinum toxin test kit, Anthrax test kit, Level A Hazardous Material entry protective suits, Level C protective suits, Face Mask with Chemical specific Respirators, Under Water and Collapse Structures, Search and Rescue Camera and a bull horn for those congested scenes. On the counter top is a five bank hand light charger with 5 flash lights, also a 6 bank portable radio charger with 6 portable radios. In the center of the counter is a TV for which local and breaking news can be monitored, as well as the weather channel. There is a clock mounted on to one of the cabinet doors with regular and military time. Each side of the work areas have a high back rocker style, and cylinder lift up/down chair. The trailer has carpet on floor and sides for controlling sound, it has Air Condition and Heat and its own Generator which will support all electrical current needed to run the trailer and Battery back-up. The trailer has awnings on both sides of the trailer so emergency services personnel can use either side or both.

 

Left Side View

 

The left side has all our communications mounted in and under the shelving. There are 7 stations in which all of the communications can be carried out.

 

The Communication stations shall have the ACU-1000 Modular Interconnect System which allows all of the different radios regardless if it’s High-Band, Low-Band, VHF, UHF, 800 and phones to communicate together through this Interconnect System.

Also on this side is a Weather Station which will give instant temperature, wind speed and direction, pressure, and humidity. Beside the weather station is a NOAA weather alert station.

 

Right Side View

 

This side has a Lap Top Computer which has CAMEO(Computer-Aided Management of Emergency Operations) for Managing Hazardous Materials incidents, the OREIS (Operation Respond Emergency Information System) helps manage Rail Road incidents, Hurrivac for tracking, flooding, wind, shelters and forecasting with the path of a hurricane. It also has Pearl River County maps for viewing, along with a set of printed maps for viewing also. GPS system with map source, and Lat/Long coordinates along with other tracking programs on it. The base cabinets have stored in them cool vest and bladders for emergency services personnel use in heated work environments.

 

Back View

 

This area has a dry erase board for capturing information as needed and clip boards with writing pads, calendar, and dish for the TV, also an Air Bottle set and 3 Heavy Duty (54 tons) lifting air bag set with control package, and 1 portable cot.

 

Description of Trailer and Equipment Rear Section

 

The rear section of the trailer contains a wide selection of equipment to support the emergency services on a scene. Generator, scene lights, electrical cords, portable pump, power chain saw, ladder, table, metal chairs, scene fan, confined space fan with 25 feet of vent duct, safety cones, safety vest, 2 – 4000lb ratchet wenches, snatch blocks, ropes, bolt cutter, wire cutter, rescue tools, non-sparking tools, chemical crash kart, hand truck, shovels, heavy duty brooms and a 4 bottle cascade containing breathing air for filling fire fighters SCBA breathing tanks and divers SCUBA breathing tanks. There is a fire extinguisher mounted in the rear section and the front section of the trailer. On top of trailer are aluminum racks for all antenna mounting and racks are built in such a way that they will break a way with little damage to the trailer.

This trailer is set up, equipped and ready to respond 24 hours a day, 7 days a week and 365 days a year should a WMD (weapons of mass destruction) event occur and any local hazardous emergency event that may happen within Pearl River County to include the city of Picayune and Poplarville. Any law enforcement agency, fire depts., EMS services and public works can call for the trailer any time it is needed. Also the trailer can be shown for schools, organizations, civic groups, businesses or public agencies who wish to go through it.
